Doral is FPL territory, with 1:1 net metering and a $30 minimum bill, right inside Miami-Dade’s High Velocity Hurricane Zone. What sets it apart is housing: according to the Census, fewer than half of households own their home, and many people live in townhouses and condos. Here are the sourced numbers and what to check before you ask for a proposal.
Which utility serves Doral, and how does net metering work?
FPL. Doral is inside FPL’s Miami-Dade territory, so FPL’s net metering rules apply: each kWh your panels export is credited at the same value as one you buy (1:1), one month’s surplus rolls to the next, and with the December meter read FPL credits what is left on your bill, calculated at its average cost of generation (the COG-1 rate). That credit is worth far less than the full rate, which is why it pays to design for your usage, not to “sell” energy.
Two limits you need to know: the system must be estimated below 115% of your annual consumption to qualify for net metering, and the bill never drops below the $30 minimum bill plus taxes. Full details in FPL: rates and net metering and the mechanics in net metering in Florida.
How much does a solar system cost in Doral in 2026?
There is no public, verifiable price per watt for Doral alone, and we will not invent one. The cash-purchase reference is ~$2.71 per watt before incentives, Florida quote reference (Oct. 2026). For other payment types, the most solid reference is national: Berkeley Lab’s annual report (Tracking the Sun), built on data from millions of systems, with these medians for residential systems installed in 2025:
| Payment type | $/W before incentives | 8.5 kW system (our math) |
|---|---|---|
| Cash (Florida quote reference (Oct. 2026)) | ~$2.71/W | ≈$23,035 |
| All host-owned systems (U.S. national median, 2025) | $3.60/W | ≈$30,600 |
| Loan (U.S. national median, 2025) | $4.50/W | ≈$38,250 |
Three caveats. First, the Berkeley Lab figures are national, not Florida’s or Doral’s. Second, according to Berkeley Lab itself, the loan median is higher partly because of loan fees rolled into the up-front price, and it does not include interest. Third, in Doral the HVHZ permit, engineering and roof type can move your price. The 8.5 kW size comes from the example in the bill section; yours comes from your 12 bills. How the price is built: solar panel cost in Florida 2026.
Heads up: the 30% federal credit for buyers (Section 25D) ended for systems placed in service after December 31, 2025. A price “after the credit” in 2026 only applies to a lease/PPA (Section 48E), and that credit goes to the third party, not to you. Confirm with your tax preparer. How much does a panel produce in Doral?
According to PVWatts, the calculator from the national lab NREL, a Doral system with panels tilted 20° to the south and 14% losses receives an average of 5.52 kWh/m² of solar radiation per day and produces on the order of 1,530 kWh a year for every kW installed. April is the strongest month (6.68) and December the weakest (4.46). It is a model based on a typical weather year: your actual roof, its orientation and shade from buildings or trees change the number.
What is the typical bill, and what size system do you need?
There is no public, verifiable average bill for Doral alone. As a reference, the average Florida household used 1,104 kWh a month and paid $156.09 in 2024, according to EIA, and the state’s average residential price was 15.03¢/kWh in July 2026.
An example with those numbers, only to give an order of magnitude: 1,104 kWh a month is about 13,250 kWh a year; divided by the ≈1,530 kWh per kW that PVWatts gives for Doral, you get about 8.5 kW to cover that usage. If your home uses more because of air conditioning, a pool or more people under one roof (Doral averages 3.03 people per household, according to the Census), the system grows. Before making the system bigger, it is worth checking whether a new AC or better insulation lowers your usage. How to read each line: how to read your FPL bill.
Permits in Doral: what the city asks for
Doral’s Building Department takes every application through its CSS portal, where you have to register first, and asks for one application per discipline of the job; for solar, usually structural and electrical. If the job is worth more than $5,000, you need a Notice of Commencement recorded with the Miami-Dade Clerk before submitting it to the city. In practice the contractor handles it, but you sign the NOC and should know it exists. The city’s guidelines do not publish solar-specific requirements: confirm the current list with the department.
Roof and hurricanes in Doral
All of Miami-Dade is a High Velocity Hurricane Zone. The Florida Building Code (Section 1620.2) sets a 175 mph design wind for homes in Miami-Dade. The mounting needs product approval (NOA or Florida Product Approval), structural calculations signed by a Florida engineer, and inspection. If your roof is tile or flat, ask for hardware made for that type and for the installer’s references on identical roofs. If the roof is more than 15-20 years old, roof first. Taxes: what Florida does not charge you
Two breaks backed by law. Florida Statute 193.624 provides that, on residential property, the value a renewable energy device adds to your home is not considered when calculating property tax. And Statute 212.08(7)(hh) exempts solar energy systems and their components from sales tax. Neither lowers the price of the system; they keep you from paying extra taxes for having one. Owners, renters and condos in Doral
According to the Census, Doral has 81,634 residents (July 2025 estimate), 85.5% are Hispanic or Latino, and only 46.5% of occupied homes are owner-occupied. That changes the conversation:
- If you rent, the decision belongs to the owner; panels go on the roof, not in the lease.
- In condos with a shared roof, an individual installation is almost never viable.
- In townhouses with their own roof, space and shade from neighboring units limit the size.
- Where there is an HOA, Florida Statute 163.04 prevents it from banning solar collectors; it can require architectural approval and weigh in on placement without reducing output.
When solar does NOT make sense in Doral
- Bill under $100: the $30 minimum bill plus taxes leaves little margin.
- Roof with less than 5 years of useful life left, or tile with loose pieces.
- Condo or townhouse without control of the roof.
- A move within 1-2 years on long financing.
- Heavy shade from buildings or trees on the south face of the roof.
What to check before deciding
- Your 12 FPL bills, with the 13-month chart.
- That the quote shows $/W and states whether it includes the HVHZ permit, engineering and the NOC.
- That the system stays below 115% of your annual consumption.
- That the savings projection subtracts the $30 minimum bill and taxes.
- If you finance, the total price with interest, not just the monthly payment. How to read the proposal: how to read a solar proposal.
